Yes, SonicTransporter can run HQPlayer because it is not using ROCK. In this respect, it is best viewed as an ordinary computer tuned for audiophile usage.
 
A much better idea... build a dedicated Windows machine... better and easier then finding ways to make it work. If you use Windows 10 Pro then you can remote desktop to the machine which makes it in essence an audio component. No reason to keep a monitor, keyboard, and mouse hooked up...

I actually use my Surface to remote connect to the server when needed, and usually use it as the Roon controller tablet!
