The higher the number (Download, and Upload) the usually better. ...And the faster the time response (lower ms) the better.

From my office at work, which happens to sit above a data center right on the backbone and has something like 22Gbps of connectivity, so it's kind of cheating. My home bandwidth is DSL, about 25Mbps down and a paltry 700kbps up, best available living in the sticks.
The best I've seen in actual use is about 650Mbps when downloading from someone like IBM or VMWare.

I live in the boonies where there will never be a wired or fiber optic connection. My service is via a microwave signal broadcast from 3 miles away. Prior to this the best available was HughesNet (satellite) and it really SUCKED!
