As as we change how IT project work gets done, small teams working in short "sprints" and fast deliveries will intentionally help avoid some of the funny but real shortcomings represented by the cartoon.

I worked for a small Machine Shop for 13 years where we designed, built, and installed custom machinery. The customer would come in and show us something drawn on a cocktail napkin while explaining it in Italian Sign Language.
The Engineer would dream up something that sounded cool, but never tested his theories properly. I would get the overall design and create all the individual drawings, make the parts, assemble them all into something that looked cool but didn't work.
After 3 re-designs and getting the machine to work, we would install it and train the users who would start pointing out every flaw in safety they can see like, "We stand here to run it, how are we supposed to get to the Emergency Stop all the way over there?" Of course I could never say "Because that's where the Bean Counter who came and told us what to build said to put it"
We did build a robotic packaging and UV Marking conveyor system for Contact Lenses that spanned 3 times the length of our building so had to do it in 3 sections, which did end up all going together good. We got lucky on that one.
Lots of stories to tell on this subject, great cartoon gave me a chuckle!

Great cartoon 
Reminds me of an excellent way of explaining Agile development to someone using a pencil and a handful of pens of increasing cost/complexity. You can jump straight to the fanciest fountain pen or work your way through the requirements with something to show at each stage. If one of the requirements is that you need to write in space then you stop at the pencil
