Sound system for 17 - 22 khz

Hello,

I'm a total beginner when it comes to audio systems and as the titles says I'd like to make/purchase a cheap device/devices for experimenting with 17 -22 khz tones.
This would be the only use for it, not playing music, no need for bass, just playing high-frequency tones. The range needs to be around 10 meters so I'd like to know how many watts are enough. I've been looking at speakers but most ussualy have bass included. I guess what I'd need is a tweeter, an amplifier and a player?
Any help would be much apreciated!
 
Keeping away loitering youth from my grandma's porch. The houses are quite distant from eachother so it won't bother anyone. There's a group of youngsters hanging out late at night wrecking stuff, throwing rubish. So far the police isn't very successful but I talked to a neighbor that installed "The Mosquito" (an electronic device used to deter loitering by young people by emitting sound at high frequency, in some versions so it can be heard mostly by younger people) and it worked like a charm. The problem is that I don't have over 1000 $ and after few weeks they'll probably not bother to go there anyway like my grandma's neighbor said.
 
Depending on the location (and though it's illegal in the FCC's eyes), this would seem to be the perfect application for installing a cell phone jammer with a small effective radius.

Due to the fact that the youth of today are 100% reliant on cell coverage for their 100% waking hours online connectivity, removing that luxury will push them right out of the area. Problem solved.

If and when the FCC come to bust your grandmother she can ask them if they would kindly remove the loitering people themselves.
 
Thank you for the suggestion Mike but I'd like to pursuit my idea if I can. This is what the officer in charge of the area suggested me when he put me in contact with the neighbor that is using "The Mosquito".
 
I would experiment with a piezo tweeter. They are well under $5. While the frequency response has peaks and dips, for this purpose that doesn't matter. Read about hooking them up before you start.
