I wonder whether that is just a temporary oversight...

Authorities are considering issuing outright bans for large public events.

Now I just have to see how much of my airline ticket and hotel money I can recover.

Even after Munich I have two more trips to Europe paid for in June and August. This virus could cost me some money.
