Assuming you have paid $1000 for an item and $100 for shipping, to calculate your tax you have to:

Add 10% to the above ($1000+$100 *10% = $1210.

Then add 23% VAT tax on top of that (VAT varies country to country, in most countries it is between 19% and 25%; Poland it is 23%):

$1210 * 23% = $1488

Dedct shipping and item price and you have $388 in due taxes. So 38,8% is your total customs duty.

Correct, plus the $15 minimum assessment admin fee that is also VAT Taxed. Only difference here is the VAt is "only" 8%.
