The plot is a prime example of human stupidity. It's a prime example of how not to run an island.

1. the buildings in the setting are ramshackle, weathered and severely run-down
2. there is lack of improved roads and mud control, such as gravel for ground cover, on the ground
3. a vacationing family on this island abandons a dog (they picked up at the mainland pound earlier on) before getting on the ferry back to the mainland: the senseless father thinks the little boy a crybaby because he is fretting about leaving the dog behind: don't ever get your child any pet you don't intend to keep for long: only pure idiots abandon animals on an island like that
4. the authority on the island (Joe Don Baker) is an idiot for not handling things properly on his island
5. island authorties should not have allowed tourists to dump dogs on the island in the first place
6. there should have been at least one fully-fuelled power boat or helicopter ready to get people off the island quickly in any emergency to evacuate
7. come now, one lousy two-way radio set and not even one spare antenna?
8. one Remington pump rifle and a single-shot shotgun with a handful of shells is the total island defense?

Jerry Preston (Joe Don Baker) finally beats the mad dogs in the end but not before four and possibly five people die in the process. This man Jerry (the island's leader) tends to show up too late to be a hero more often than not. This film villainizes wild dogs when it should in fact villainize ignorant and careless people.
