Need help with old sound system

Hi all,
I am currently trying to fix a Pioneer XD-Z62T, it had a few problems but I managed to fix all of them except one: whenever you try to select "Phono", "Tape", "CD" etc from the control assembly. It goes automaticly back to "Tuner". Also the led's on the control assembly don't light up. Did anyone have this problem occur?
By doing some basic troubleshooting I found out that on connector "J38" (p.66 on the attached pdf) I am only measuring 0.11V while I should be measuring 5V.
I know a lot about electronics so you don't have to simplify anything.

I managed to fix the problem I described in my first post, it was just a blow fuse...
But now there's another problem, I'm not getting any sound output. And I think it is because this relay won't switch:

Could somebody please help me with this? I'm kind of stuck here.

I have a friend here locally that is an electrical engineer who fixes audio gear on the side. He recently retired and does excellent work. He recapped my BAT preamp, refurbished my Thorens TT, fixed the digital volume control on my Adcom AVR and helped my son build a Pass Labs B1 preamp DIY kit. He does good work and is reasonably priced. Let me know if you want me to put you in touch with him. He buys a lot of vintage broken gear and fixes them up and sells them.

But I think there's a really small chance that I he will be able to look at it because I live in Belgium and spending a fortune in shipping is not really worth it.
