more dynamic cartridge

does a MC cartridge with higher output will be more
dynamic?
for example 0.2 vs 0.4 mv

In a simple response: no [emoji3].

While that is not a rule it is almost the other way around. Lower output power carts tend to pick up more details, but do require a better preamp/ additional step-up transformer to amplify it.
