AKAI GX280-SS Tension Arms

I have an AKAI GX280D-SS that I have a question about the tape tension arms. The take up reel arm moves very freely. The supply reel take up arm is free and moveable but in moving it seems to have a damping type effect to its movement. Can someone tell me if this is normal for this deck? Thanks so much!
