It all depends on what you consider tuned. Like the modern COPO Camaro , Dodge Challenger Drag Pack, Ford Cobra Jet all factory drag cars and all not street legal.

where I live cars that have 20% more power than original must be brought to a government test facility to determine if they are road worthy. Many insurance companies will not accept any tuned cars.

No fun maybe but I do think it's a good ruling. Cars should be safe before they go on the road. Just like the mandatory checks for car older then 4 years. Where I live cars need a check after for years then after two years and then yearly.

Things like brakes, emissions, lights, sound etc get checked. While it might be annoying any vehicle on the road should be safe.

I wish Fla brought back inspections as there are a lot of cars/trucks running around, missing a light here and there, to include newer vehicles, smoking like crazy, bald tires.

Here (USA) it's all state dependent. Pa., where I live, we have yearly inspections that cover all the safety points.
