Looks like REL is going for lifestyle and flexibility usage more so than the pure audiophile market.

I don't see anything in the literature or video making the claim that it produces "low and loud" as a marketing claim. It may be worth waiting until the product is available for evaluations before one dismisses or rejects RELs newest sub line.
